Focus and Scope

OKARA: Jurnal Bahasa dan Sastra publishes original research between practical studies and literature review on current issues in linguistics, literature, and language teaching. It especially welcomes perspectives from ASEAN and Southeast Asian communities and across the globe. The journal welcomes contributions in such areas of current analysis in:

  • Micro Linguistics and interdisciplinary studies on languages;
  • Literature related to intrinsic and extrinsic elements;
  • Language teaching/ learning that offers significant impacts;
  • Pragmatic teaching approaches.

Peer Review Process

The manuscript submitted to OKARA: Jurnal Bahasa dan Sastra will undergo a double-blind review by reviewers. The paper is sent to two or three reviewers in the respective field to review it in light of the journal's guidelines and features of a quality research paper. For papers that require changes, the same reviewers will be used to ensure that the quality of the revised paper is acceptable.

The journal follows a systematic review and publication policy:

  • STEP-1: The submitted manuscript is acknowledged within 12-24 hours upon receipt;
  • STEP-2: The manuscript is assigned to the editor. It is conducted to ensure the manuscript meets the basic parameters (The aims and scope, the author guidelines, and the template);
  • STEP-3: The manuscript that passes the initial assessment is then examined by the editor;
  • STEP-4: The editor decides whether it is "desk rejected" without additional review or sends it (without the name and affiliations of the author(s)) to at least two external reviewers for an independent peer review;
  • STEP-5: The reviewers produce a detailed review report, which then communicates their expert opinion back to the editor;
  • STEP-6: The editor draws from the recommendations to make a decision and advises the corresponding author of the outcome;
  • STEP-7: The manuscript accepted with minor or major revisions should be revised according to the reviewers’ comments and suggestions;
  • STEP-8: The editor will send the review reports to the author/corresponding author, including a formal request to modify the paper within 7 to 15 days, as per the reviewers' suggestions. The author will send the revised manuscript to the editor, who will provide justification for the modification. If the authors receive a "Resubmit for Review (R&R)" decision, the editor will send it back to the same reviewers to justify the revision made. If the paper is returned by the reviewers again, it is considered finally rejected. The journal will not proceed with the said paper. However, in the case of very minor changes, the editorial board may consider the paper for further modifications;
  • STEP-9: Once the editor is satisfied that the revised paper is suitable for publication or that the authors cannot make the necessary changes for whatever reason, a final decision of "ACCEPT" or "REJECT" can be made.
  • STEP-10: The accepted paper is processed for publication (soft copy) upon the successful completion of the Journal's terms and conditions;
  • STEP-11: Proofreading. The editor will send the processed paper for publication (MS Word) to the author/Corresponding author for proofreading;
  • STEP-12: The paper is published online first. The executive editor will notify the author/corresponding author about online publication with a necessary download link. The author/corresponding author may request any correction in the published paper (in the case of extremely important changes) within one week of online publication;
  • STEP-13: The journal is published in print within one to two weeks of online publication;
  • STEP-14: The executive editor will ask the authors of the published papers to send their correct and complete mailing address (with proper ZIP Code and postal code) one week after print publication;
  • STEP-15: The executive editor will send the hard copy of the OKARA: Jurnal Bahasa dan Sastra to the authors, if possible, within one or two months after print publication.

Publication Frequency

OKARA Jurnal Bahasa dan Sastra, or Journal of Languages and Literature, is published twice a year; the first publication will be in May, and the second publication will be in November. Each issue will include 8-10 articles.


Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.


Publication Ethics

Our ethical statements are formulated with OKARA's standards. Yet we are also strongly considering the best practices outlined in COPE’s Best Practice Guidelines for Journal Editors to clarify ethical behavior among all parties involved in publishing an article in OKARA: Jurnal Bahasa dan Sastra.

Ethical Guideline for Journal Publication

The publication of all articles in OKARA: Jurnal Bahasa dan Sastra arranges guidelines to ensure the quality of the articles. As the publisher of this journal, the Center of Language Development of Universitas Islam Negeri Madura is responsible for justifying ethical standards in the publication of all published articles. All parties should follow ethical guidelines, including the editorial board, peer reviewers, authors, and publishers.

The Duties of the OKARA's Editorial Board
Publication decisions
The editor of OKARA: Jurnal Bahasa dan Sastra decides which manuscripts are published. This decision is made by examining the submitted manuscript and its significance to the focus and scope of the OKARA. The decision is made based on the reviewers' review comments and the editorial board's individual examination. The editor can accept, reject, or request modifications to the manuscript.

Fair play
The OKARA's editors will assess each manuscript on its intellectual content, without considering the authors' religious beliefs, region, ethnic origin, gender, sexual orientation, citizenship, or political views.

Confidentiality
The editor-in-chief and the editors of OKARA: Jurnal Bahasa dan Sastra will keep information about a submitted manuscript confidential, disclosing it only to the corresponding author, reviewers, and other editorial boards as necessary.

Disclosure and conflicts of interest
OKARA's editorial board will never use unpublished materials disclosed in a submitted manuscript for any reason without the author's explicit written consent. Privileged information or ideas obtained before and after peer review must be kept confidential and not used for personal purposes. Editors will disqualify or automatically reject themselves from considering manuscripts with conflicts of interest due to competitive, collaborative, or other relationships with any authors, companies, or institutions associated with the papers. Editors require all authors to disclose relevant competing interests and state them implicitly in the text body before submission. The editors will publish corrections if such interests are revealed after publication. Other appropriate actions, such as issuing a retraction or expressing concern, will be taken if necessary.

Participation and collaboration in investigations
The editor-in-chief will take appropriate actions when ethical complaints are notified by the contributors and other related parties regarding a submitted manuscript or published articles in collaboration with other editorial boards and publishers. These actions typically involve contacting the author of the manuscript or paper to thoroughly consider the complaint or claims. Additionally, further communication with relevant institutions and research bodies may be necessary. If the complaint is substantiated, appropriate measures, such as a correction, retraction, expression of concern, or other relevant notice, will be taken. All reported unethical publishing behavior must be investigated, even if discovered years after publication.

The Duties of OKARA's Reviewers
Contribution to Editorial Decisions
OKARA's peer reviewers provide expert assessments of submitted manuscripts, help editors make informed editorial decisions, and support manuscript improvement through constructive feedback. Their role is central to scholarly communication and the integrity of the scientific method. All authors who wish to publish are expected to participate responsibly and fairly in the peer review process.

Promptness
Reviewers should accept assignments only within their field of expertise. If unable to review due to lack of expertise or time constraints, reviewers must promptly decline or withdraw and send a formal notification to the editor. Reviews should be completed within the agreed timeframe, and any delays or issues should be communicated immediately. Requests from the editor for information or clarification should receive a timely response.

Confidentiality
All submitted manuscripts sent for review must be treated as confidential. They should not be shared with or discussed with anyone other than those authorized by the editor-in-chief.

Standards of Objectivity
Reviews are done double-blindedly; they should be conducted impartially, avoiding any personal criticism of the author. Reviewers should present their opinions clearly and provide well-supported or evidence-based arguments.

Acknowledgment of Sources
Reviewers should identify any relevant published works that the authors have not cited. They may suggest specific sources to help the authors improve their manuscripts. The reviewer should include the appropriate citation if an observation, derivation, or argument has been previously reported. Additionally, suppose the reviewer knows of any significant similarities or overlaps between the manuscript under review and other published papers. In that case, they should bring this to the attention of the OKARA's editorial board.

Disclosure and Conflict of Interest

Unpublished materials in submitted manuscripts must not be used in a reviewer’s own research without the author's explicit written consent. Information or ideas from peer review must remain confidential and not be used for personal gain. Reviewers must decline to review manuscripts where conflicts of interest exist, including competitive, collaborative, or personal relationships. The use of AI tools or automated systems to assist in the review process is strictly prohibited, except for use solely to improve the clarity, grammar, and readability of their review reports.

The Duties of OKARA's Authors
Reporting standards
Authors must provide honest and accurate information about their research and its significance. Data should be clearly and truthfully presented, with sufficient detail and references to enable others to replicate the work. Fabrication, falsification, or misrepresentation of data is strictly prohibited.

Originality and Plagiarism
OKARA: Jurnal Bahasa dan Sastra has zero tolerance for plagiarism and unethical behavior concerning publishing. Therefore, plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable. Authors should ensure that they have written entirely original works. If the authors have quoted the work and/or words of others or from their own previously published and unpublished work, this has been appropriately cited or quoted. Plagiarism takes many forms, from passing off another's paper as the author’s paper to copying or paraphrasing substantial parts of another’s paper (without attribution) to claiming results from research conducted by others. The OKARA journal uses a plagiarism-checking tool to measure similarity, with a maximum of 25%. All papers with any plagiarism detections will be immediately rejected.

Multiple, Redundant, or Concurrent Publication
Authors must ensure that all manuscripts submitted for publication in OKARA: Jurnal Bahasa dan Sastra must be original and must not have been submitted to any other publication. Submitting the same manuscript to multiple journals concurrently constitutes unethical publishing behavior and is unacceptable. 

Acknowledgment of Sources
Acknowledging the work of others is essential. Authors should reference publications that have significantly influenced their reported work. Information acquired privately through conversations, correspondence, or discussions with third parties must not be used or reported without explicit, written consent from the source. Similarly, information obtained through confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved.

Authorship of the Paper
Authorship should be restricted to individuals who have made substantial contributions to the conception, design, execution, or interpretation of the reported study. All such contributors should be listed as co-authors, and their contributions should be clearly mentioned in the articles. Others who have participated in significant aspects of the research should be acknowledged or listed as contributors. The corresponding author must ensure 1) Transparency and honesty, which means accurate reporting of each author's contribution and ensuring that credit is given where due; 2) No Inappropriate Authors, Avoiding the inclusion of individuals who do not meet the authorship criteria (guest, gift, or ghost authorship); 3) Consent, ensuring that all listed authors have consented to the manuscript's submission and publication; and 4) Responsibility, taking primary responsibility for communication with the journal during the submission, peer review, and publication process. Additionally, all co-authors should have reviewed and approved the final version of the paper and agreed to its submission for publication. Authors should also be able to account for and defend the work's accuracy and integrity.

Hazards and human or animal subjects
If the work involves animal or human subjects, the author must ensure there is no conflict of interest and include a statement confirming that all procedures complied with relevant laws and institutional guidelines and were approved by the appropriate institutional committee(s). Authors should also include a statement in the manuscript confirming that informed consent was obtained for experiments involving human subjects. The privacy rights of human subjects must always be respected.

Disclosure and Conflicts of Interest
All authors must disclose any financial or substantive conflicts of interest in their manuscript that could potentially influence the results or interpretation of their work. Additionally, all sources of financial support for the project should be stated clearly in the body of the text. Potential conflicts of interest to be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications or registrations, and grants or other funding. These conflicts should be disclosed as early as possible. The manuscripts should also clearly state any disclosures and conflicts of interest.

Fundamental errors in published works
When an author discovers a significant error or inaccuracy in his/her own published work, it is the author is obligation to promptly notify the journal editor-in-chief or the editors of OKARA: Jurnal Bahasa dan Sastra and cooperate in the retraction or correction of the paper. If the editor-in-chief or the publisher learns from a third party that a published work contains a significant error, it is the obligation of the author to promptly retract or correct the paper or provide evidence to the editor-in-chief or the editors of OKARA: Jurnal Bahasa dan Sastra of the correctness of the original paper.


Duties of The Publisher
Handling of unethical publishing behavior
In cases of unethical publishing behaviors, alleged or proven scientific misconduct, fraudulent publication, data fabrication, data falsification, inappropriate authorship, conflicts of interest, or plagiarism, the publisher, in close collaboration with the editors, will take all appropriate measures to clarify the situation and amend the article in question. OKARA's editors or publisher must immediately include sufficient evidence for an investigation. OKARA: Jurnal Bahasa dan Sastra, in close collaboration with the editors, will conduct a confidential and comprehensive investigation, allowing authors to respond to allegations. Confirmed cases of unethical behavior will result in appropriate actions, such as erratum, clarification, correction, or, in the most severe case, the retraction of the published works. The publishers may also take action, such as sending notifications to the author’s institution and funding agencies and banning the author from future submissions to the journal. Corrections will be made for honest errors that do not amount to unethical behavior, while retractions will be issued if the integrity of the research is compromised. All communications regarding investigations will be documented and retained, with final decisions and actions communicated to relevant parties, including authors, complainants, and possibly the author’s institution. To avoid this, the publishers, in this case, the journal, will implement educational measures, such as guidelines and workshops, to prevent unethical behavior and inform authors about ethical standards.

Post-Publication Corrections and Research Integrity

OKARA: Jurnal Bahasa dan Sastra is strongly dedicated to the accuracy, integrity, and transparency of the scholarly record. If concerns arise regarding the validity, reliability, ethical compliance, or publication status of a published manuscript, the Editorial Board and Publisher will respond appropriately, guided by the journal’s publication ethics policy.

The journal adheres to internationally recognized principles of publication ethics and research integrity, including recommendations from COPE’s Best Practice Guidelines for Journal Editors and Article Correction, Retraction and Removal Policy by Elsevier. However, the procedures will be modified, and implementation will be established by the Editorial Board and Publisher of OKARA.

OKARA considers the severity of the issue; the journal may issue a correction, an expression of concern, a retraction, a removal, a replacement, or a withdrawal notice. All decisions are made through a fair, transparent, and evidence-based assessment process.

OKARA's Policy on Article Withdrawal

OKARA: Jurnal Bahasa dan Sastra will implement article withdrawal only for published manuscripts that have been accepted and made available online as early versions (i.e., articles in press) but have not yet been formally assigned to a journal issue. An article may be withdrawn under the following circumstances:
  • It has been submitted or published more than once by accident;
  • Substantial errors, either technical or administrative, are identified;
  • Serious ethical concerns are identified before formal publication;
  • The authors request withdrawal and provide a justification that is accepted by the Editorial Board.
When an article is withdrawn, the full text will no longer be accessible. However, a withdrawal notice explaining the reason for removal will remain available to ensure transparency in the publication record. The article content (HTML and PDF) is removed and replaced with an HTML page and a PDF stating that the article has been withdrawn in accordance with OKARA: Jurnal Bahasa dan Sastra Policy. 

OKARA's Policy on Retraction

OKARA: Jurnal Bahasa dan Sastra may retract a published article when clear evidence indicates that the article's contents, including the findings, conclusions, or publication process, are unreliable or violate accepted standards of publication ethics. Retraction may be considered under the following circumstances, including but not limited to:
  • Plagiarism and significant similarity percentage are identified with other published work without full credit.
  • The article has been published more than once, either accidentally or intentionally, even if it appears in another language.
  • The data or results have been fabricated, changed, or presented in a misleading way.
  • There are major and proven disagreements about who should be credited as the authors.
  • Important conflicts of interest were not disclosed, which undermines the research's trustworthiness.
  • Other major mistakes are found that make the results or the conclusions unreliable.
Retraction decisions are made by the Editor-in-Chief, together with the Editorial Board and Publisher, after a careful and fair investigation based on clear evidence. In this stage, authors will be contacted, informed of the issues, and given a chance to respond before any final decision is made. This ensures the process is open, respectful, and transparent for everyone involved.

Regarding the retraction process, OKARA follows the best practices for article retraction provided by Elsevier with some modifications as follows:
  • A retraction note titled “Retraction: [article title]” signed by the authors and/or the editor is published in the paginated part of a subsequent issue of the journal and listed in the contents list;
  • In the electronic version, a link is made to the original article;
  • The online article is preceded by a screen containing the retraction note. It is to this screen that the link resolves; the reader can then proceed to the article itself;
  • The original article is retained unchanged, save for a watermark on the .pdf indicating that each page is “retracted.”
  • The HTML version of the document will be removed.

OKARA's Policy on Article Removal

In rare and exceptional situations, OKARA: Jurnal Bahasa dan Sastra may need to remove a published article from public access if keeping the full text available would create serious legal, ethical, or safety concerns. Article removal may be considered in cases such as:
  • The content is found to be defamatory or unlawful;
  • The publication violates the legal rights of another person or organization;
  • A valid regulation requires the journal to remove the content;
  • The publication presents a serious risk to individuals, communities, or public welfare;
  • Other exceptional situations arise where making the article publicly available is no longer appropriate.
Any decision to remove an article will be made by the Editor-in-Chief, in consultation with the Editorial Board and Publisher, after a careful review of the evidence and relevant legal or ethical considerations. When an article is removed, the bibliographic information—such as the title, authors, publication details, and DOI—will remain part of the scholarly record. The full text will be replaced with a notice explaining that the article has been removed, and, where appropriate, stating the reason for this action.

OKARA's Policy on Article Replacement

OKARA: Jurnal Bahasa dan Sastra may allow a published article to be replaced if major errors are found. Article replacement is considered when correcting and updating the article would benefit the scholarly record more than simply removing the work. The decision to replace an article is made by the Editor-in-Chief, together with the Editorial Board and Publisher. They consider what is best for ethics, the accuracy of the work, and the needs of readers and researchers.

The stages for requesting article replacement are as follows:
  • The OKARA's author(s), the Editor-in-Chief, the Editorial Board, or the Publisher may file a request for the article replacement.
  • Every request is carefully reviewed by the editorial team to understand the issue and determine its seriousness.
  • If article replacement is approved, the original article will be clearly marked and linked to the new, corrected version.
  • A replacement notice will explain the reason for the change and show how the two versions are connected.
  • The full publication history will remain available, so readers can see what has changed and why. 

Copyright Notice

The OKARA: Jurnal Bahasa dan Sastra operates an Open Access policy under a Creative Commons Attribution-NonCommercial 4.0 International License. Authors who publish in this journal agree to the following terms:

  1. Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License that allows others to share the work with an acknowledgment of the work's authorship and initial publication in this journal.
  2. Authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgment of its initial publication in this journal.
  3. Authors are permitted and encouraged to post their work online (e.g., in institutional repositories or on their website) prior to and during the submission process, as it can lead to productive exchanges, as well as earlier and greater citation of published work.

Publication Fee

OKARA Jurnal Bahasa dan Sastra does not charge authors fees for article submissions, processing, and publication.


Journal History

OKARA: Jurnal Bahasa dan Sastra was first published in 2006. It is published twice a year (in May and November) by the Center of Language Development, Universitas Islam Negeri Madura (formerly STAIN Pamekasan and IAIN Madura). The name "OKARA" is derived from the Madurese language; "okara" means "sentence." It reflects the journal's main focus and scope, covering linguistics, literature, and language teaching. In 2015, OKARA was published online with the online registered number E-ISSN: 2442-305X. This year, OKARA became a Crossref member. Therefore, all published articles will have unique DOI numbers. The journal was then indexed in DOAJ (Directory of Open Access Journals) on 21 July 2017 and accepted for inclusion in ACI (ASEAN Citation Index) on 9 November 2018. A year after that, starting from Volume 12, Number 1, 2018. OKARA published its articles in English or Arabic.

Following the transformation of the institution from STAIN Pamekasan to IAIN Madura, the journal's URL was migrated from http://ejournal.stainpamekasan.ac.id/index.php/okara/index to http://ejournal.iainmadura.ac.id/index.php/okara. In this cycle, the journal was first accredited "SINTA 3" by the Ministry of Research, Technology, and Higher Education of the Republic of Indonesia on 27 August 2019. In 2020, OKARA's editorial team decided to adopt a new template, adding additional article details to the body text to achieve a higher accreditation level. By April 4, 2020, OKARA had started collaborating with ELITE Association Indonesia. It is an association of English lecturers of Islamic higher education within the Ministry of Religious Affairs of the Republic of Indonesia.

In February 2021, the journal website upgraded from Open Journal Systems 2.1.1.8 to 3.1.2.4. The journal's appearance was also improved, with a black-and-yellow color scheme to highlight its characteristics. Finally, on 25 January 2021, the journal was accredited SINTA 2, or "Rank 2," as a scientific journal under Decree No. 164/E/KPT/2021 of the Directorate General of Higher Education, Research, and Technology, Indonesian Ministry of Education, Culture, Research, and Technology. Effective five years from Vol. 15, No. 2, November 2021, until Vol. 19, No. 2, November 2025.

Starting with Volume 17, Number 1, in May 2023, OKARA has adopted a new, more user-friendly "Template". This change addresses the previously noted metadata incompleteness within the text body. Moving forward, all article titles and abstracts will be provided in English, and bibliographic information will be presented in Roman script. We are also committed to adhering to our publication schedule and maintaining an annual volume of at least 20 articles, in line with the standards expected in our subject area.

September 2023, OKARA: Jurnal Bahasa dan Sastra has successfully passed the reevaluation process by ACI (ASEAN Citation Index).

Following the recent transformation of the institution from IAIN Madura to UIN Madura, the journal's URL was migrated once again from http://ejournal.iainmadura.ac.id/index.php/okara to http://ejournal.uinmadura.ac.id/index.php/okara
