Abstract

Indonesia's national salt policy treats salt mainly as a commodity and salt farmers as production actors, overlooking the socio- religious norms sustaining community continuity. This study examines how Nyader constructs Islamic economic law norms among Pinggirpapas salt farmers and why this construction underpins community resilience against state policy pressures. Using a socio-legal approach, it combines analysis of legislation and policy documents with participant observation and interviews involving customary authorities, religious leaders, salt farmers, and village officials. The findings show that Nyader institutionalizes gratitude, justice, ta'āwun (mutual assistance), solidarity , and collective responsibility in the community's economic practices. These norms gain legitimacy, are observed, and are transmitted through community participation, positioning economic activity as a means of collective welfare. Amid salt policies oriented toward production, industrialization, and self-sufficiency, this normative construction preserves trust, distributes responsibility, and sustains production, identity, and social institutions. However, internal solidarity cannot substitute for the state's structural responsibility to regulate prices, ensure market and technology access, and strengthen salt farmers' bargaining position. These findings broaden the concept of economic resilience from merely sustaining production to sustaining the community as a legal subject. The study concludes that Nyader is a community based construction of Islamic economic law underpinning Pinggirpapas salt farmers' resilience. National salt law should therefore shift from a commodity centered paradigm toward recognizing living community norms, protecting social institutions, strengthening farmers' bargaining position, and ensuring meaningful community participation in policy formation.
